Exp 11 — build() on workerd

This Worker compiles another Worker.

Saved Playground fixtures. build() runs in this isolate — the demo Worker — on the first request that needs a name. Not at startup. Config evaluation is a Dynamic Worker. The compiled fixture is another. Pick a name. The specimen page is this application's chrome. The iframe is the child.
